ARTICLE I NAME
The name of this chapter shall be Omicron Chapter, Delta State Missouri, The Delta Kappa Gamma Society International.
ARTICLE II PURPOSES/ MISSION STATEMENT
Section A. The purposes of Omicron Chapter shall be the seven purposes of The Delta Kappa Gamma Society International, as found in the
International CONSTITUTION, Article II, and those of the Delta State Missouri.
Section B. The Delta Kappa Gamma Society International promotes professional and personal growth of women educators and excellence in
education.
Section C. Vision Statement of Omicron Chapter-Leading women educators impacting education worldwide.
ARTICLE III MEMBERSHIP
Section A. Membership in The Delta Kappa Gamma Society International shall be by invitation. Members initiated into the Society become
members of chapters, state organizations, and the international society.
Section B. There are three classification of membership:
1. Active members are participants in the chapter and current with their dues.
2. Reserve members are inactive but current in dues.
3. Honorary members shall be women not eligible for active membership; who have rendered notable service to education, or
to women, and are elected to honorary membership in recognition of such service. They shall be privileged to participate
in all activities except that of holding office.
Section C. Selection of membership for Omicron Chapter.
1. Recommendations for membership shall be based upon knowledge of the professional qualifications and personal qualities.
2. Prospective members should be employed or live in the chapter area (Laclede and Webster counties).
3. Prospective members may be invited in writing or personally to the September, November, and April meetings.
4. A person can become a member without attending a meeting by expressing a desire to join and completing the application
for membership.
5. Election of prospective members shall be by ballot.
a. Vote on prospective members will be taken in February with no visitors present.
b. The candidate must receive a majority of the ballots cast.
c. Invitations signed by the president, along with a copy of the Society Information Brochure, is sent to each
prospective member.
d. Orientation prior to initiation shall be held to inform them about the organization, programs, history of Delta Kappa
Gamma and their privileges and responsibilities.
e. Each initiate shall purchase a keypin.
Section D. Transfer of an active or reserve member in good standing may transfer to another chapter of the Society upon application to
International Headquarters.
Section E. Termination shall be either for nonpayment of dues or by resignation.
Section F. Reinstatement of a former member may be resored upon payment of dues.
Section G. A complete record of all membership shall be kept by the Treasurer and a notation will be made in the Chapter minutes when a
member changes membership status.
Section H. Letters of resignation shall be kept in the President's files.
ARTICLE IV FINANCES
Section A. Financial matters are in accordance with the International CONSTITUTION, Article IV, and Delta State Bylaws.
Section B. Omicron Chapter dues shall be recommended by the Executive Board and voted on by the membership.
1. Omicron dues shall be $5.00 per year.
2. Dues are payable between July 1 and October 31.
3. If a member has not paid her dues by October 31, she shall be dropped from the rolls for nonpayment of dues.
4. Paying for dues for ill members from chapter funds will be decided upon on a yearly basis by a vote of the members.
5. All dues, fees, and/or assessments shall be collected by the Chapter Treasurer.
6. The international dues shall be in accordance with the CONSTITUTION, Article IV.
7. The state dues shall be in accordance with the Delta State Bylaws.
Section C. Assessments
1. The chapter may assess the members a given amount to support a special program or project.
2. This requires a majority vote of the members present.
3. Reserve members do not pay assessment fees.
Section D. Budget
1. The budget shall be prepared by the Finance Committee and voted upon by the chapter.
a. The Finance Committee shall be composed of the Chapter Treasurer and other members selected by the Chapter
President.
b. The Treasurer will not serve as chairman of the Finance Committee.
2. Expenses approved in the budget shall be paid by the treasurer upon presentation of a claim. All claims shall be filed.
a. Mileage and registration expenses shall be defrayed by the chapter for the President or her alternate to attend the
state convention each year.
b. Any expenses not provided for in the budget must be presented to the chapter for approval.
c. The Treasurer shall make an oral report at each chapter meeting.
d. An annual audit shall be made by the Finance Committee.
ARTICLE V ORGANIZATION
Section A. Omicron Chapter shall govern the conduct of its business in a manner consistent with the International Constitution, International
Standing Rules, Delta State Bylaws, and Delta State Standing Rules.
Section B. Omicron Chapter shall be a member of the Southwest Area and the Coordinating Council.
ARTICLE VI OFFICERS AND RELATED PERSONNEL
Section A. Omicron Chapter officers shall be President, First Vice-President, Second Vice-President, Recording Secretary, Corresponding
Secretary, all elected. The Treasurer shall be selected by the Executive Board and Parliamentarian shall be appointed by the
President.
1. Officers shall be elected in even numbered years for a two year term by a majority vote.
2. The Treasurer may succeed herself.
Section B. Duties of the Officers
1. President
a. Presides at the regular meetings.
b. Acts as chairman of the Chapter Executive Board.
c. Appoints parliamentarian from the membership.
d. Appoints standing and special committees.
e. Approves the payment of expense claims.
f. Fills by appointment any vacancies which may occur.
g. Represents the chapter on the State Executive Board.
2. First Vice-President
a. Serves as presiding officer in the absence of the President.
b. Serves as chairmant of the Program Committee.
c. Responsible for the composition and distribution of yearbooks to members and designated state personnel.
3. Second Vice-President
a. Serves as presiding officer in the absence of both the President and First Vice-President.
b. Serves as chairman of the Membership Committee.
4. Recording Secretary
a. Keeps complete minutes of each business meeting noting each official action taken.
b. The minutes are signed by the Recording Secretary and the President.
c. Serves as Recording Secretary for the Executive Board.
5. Corresponding Secretary
a. Carries on such correspondence as may be delegated to her by the President.
b. Notifies members of the meeting upon request by the President.
6. Treasurer
a. Receive and pay all monies belonging to the chapter.
b. Keep an accurate record of receipts and expenditures.
c. Present a report at each meeting.
d. Submit the books for annual audit.
e. Keeps membership records.
7. Parliamentarian
a. Act as advisor to the officers and members in matters pertaining to interpretation of the CONSTITUTION.
b. Serves as an ex-officio member on the Executive Board, without vote.
c. Serves as chairman of the Chapter Rules Committee.
ARTICLE VII EXECUTIVE BOARD
Section A. The Executive Board shall consist of the elected officers and the immediate past president, and such other members as shall be
determined by the chapter. The Treasurer and Parliamentarian shall be ex-officio members, the Parliamentarian without vote,
and the Treasurer also without vote if under remunerative contract for her services.
Section B. The Executive Board shall meet at least twice annually, and other times upon the call of the President.
Section C. A quorum shall be a majority of the voting members of the board.
Section D. The board may act in matters requiring immediate action.
ARTICLE VIII COMMITTEES
Section A. The President shall appoint the standing and special committees as stated in duties of the President.
Section B. Society Business
1. Finance
a. Prepares the budget to be approved by the chapter.
b. Audits the treasurer's book at the end of each fiscal year.
2. Membership/Nominations-
a. Shall be responsible for orientation of new members.
b. Shall return necrology and membership reports by the due date.
c. Members of this committee are appointed by the President.
d. Shall contact each prospective candidate and obtain their acceptance before being presented to the chapter as a
nominee.
e. Present to the chapter, in even-numbered years, nominations for elective officers.
f. Report the names and addresses of new officers to Delta State President and the International headquarters.
Section C. Educational Excellence
1. Program
a. Chairman shall be the First Vice-President.
b. The chairmen of the Personal Growth and Services, Professional Affairs, Research, and Music committees shall form
the committee.
c. Program committee will have a responsibility for the publication of the yearbook.
2. Personal Growth and Services
a. Shall develop and implement a program designed to enrich the personal lives of the members.
b. Shall encourage participation by the membership in all meetings.
3. Professional Affairs
a. Shall develop activities designed to improve the professional status of women educators.
b. Shall encourage community decision making.
4. Research
a. Invite members doing research projects to share their findings with the chapter.
b. Publicize pertinent research in the area of the program theme and of current educational trends and issues.
5. Music/Arts
a. Shall provide the use of music as an integral part of the programs.
b. Shall use music to enrich the programs.
Section D. Educational Services
1. Communcations
a. Shall send news of chapter programs, projects, activities, etc. to the Deltagrams editor.
b. Shall incorporate news form International Delta State into the chapter programs.
2. Scholarships
a. Shall have the chapter be aware of scholarships that may be available to the members for advanced
study.
b. Shall oversee the selection of the recipient of the Omciron Chapter Scholarship given annually, provided funds are
available.
(1) Grants-in-aid are awarded in even numbered years to an under-graduate student pursuing an education
degree.
(2) Scholarships are awarded in odd numbered years to graduate students furthering their education beyond a
Bachelor's Degree.
3. World Fellowship
a. Shall support and promote the World Fellowship project.
b. Contributions to this fund are voluntary.
Section E. Other Committees
1. Chapter Rules
a. Shall review actions taken during the past biennium and update the chapter rules accordingly.
b. The Parliamentarian shall serve as chairman, and the two past presidents, if possible, shall serve as committee
members.
2. Initiation
a. Chairman will be responsible for all initiation items and supplies.
b. Committee will be responsible for preparing for each Initiation Ceremony.
3. Courtesy
a. The Courtesy Committee will submit courtesy rules for Chapter approval at the first meeting of each
biennium.
b. In case of death of a member, one red rose will be sent or an equivalent memorial of the family's request will be
made.
c. The Chapter will defray appropriate expenses for a visit from a Delta State Officer or International
Officer.
d. The Courtesy Committee will present hte Omicron Chapter President with her Chapter President's pin at the time of
her installation as the elected president of the chapter.
4. Scrapbook/Historian
a. Chairman will be in charge of collecting items for the scrapbook.
b. Scrapbook is to be presented to the outgoing President at the last meeting of the biennium.
ARTICLE IX MEETINGS
Section A. Chapter Meetings
1. Meeting shall be held at least four times a year.
2. Two meetings shall be held from September to November and two meetings shall be held from February to April (dates
to vary from year to year based on school calendar events).
Section B. A quorum for chapter business shall be 50% of the active members present.
Section C. Electronic communcation is supported at the chapter, state, and international level.
ARTICLE X FUNDS
Section A. Separate accounts shall be maintained for the Operating Funds and the Special Projects Funds, which includes the Scholarship
Fund.
Section B. See Article IV for procedures.
ARTICLE XI AMENDMENTS
Section A. The Chapter Rules may be adopted, amended, or rescinded by a simple majority vote of active members present at the
meeting.
Section B. Advance notice of a proposed change is desired but not required.
ARTICLE XII DISSOLUTIONS
In the event of the dissolution of Omicron Chapter of Delta State Missouri of the Delta Kappa Gamma Society International, such dissolution shall be in accordance with the International CONSTITUTION, Article XII (1994), International Standing Rules, 5.12. (1994) and Delta State Bylaws, Article Xiii, (1998).
ARTICLE XIII PARLIMENTARY PROCEDURES
Section A. ROBERT'S RULES OF ORDER, Newly Revised, shall govern the proceddings of Omicron Chapter in all cases not provided for in
the International CONSTITUTION, International Rules, Delta State Bylaws, and Delta State Standing Rules.
Section B. Proxy voting is not allowed at any level of the Society.
